Click the Insert Table icon.
You will get a dialog box asking how many cells and how many rows you wish. And if you want header cells and the placement of them.

If you plan to use a lot of tabular data on your site you may want to discuss with your designer styling your tables and the headers for your columns.
Captions are visible and reside above the table. You may ask the webteam to style this in a particular way.
If you do not want headers (say you are using a table to position a set of links and link descriptions), change the "Headers" select to "No Headers".

One of the things that happens upon saving the first time with a new table is that the RTE stops showing the borders. So that if you go back into the content you cannot see the borders on the table at all.
To be able to see the table borders in the Rich Text editor click the "Toggle Borders" button. Note: this does not affect the borders of the table on the page. You may need to discuss how you want your tables styled with the designer of your site.

Once you have toggled the table borders, they will show up in the RTE.
