Operating flexibility in the form of contingency dollars is an important component of good budgeting.
Vice Presidents and Deans are encouraged to devote a portion of their operating budgets at the Vice President and School level to a "budgetary contingency" in account 7368, to be used by them for unplanned expenses and discretionary purposes in their area. It is not appropriate to budget the department or school's contingency in open salary lines and other accounts.
