The World is opening for travel again, one step at a time. The Global Engagement Office (GEO) has been tracking the news events about the COVID-19 pandemic as well as about the reopening of various travel sectors around the world in order to better decide when, where, and how to resume University-sponsored international travel.

Travel abroad at any time requires travelers to be aware of the social and political atmospheres of their destination country and to apply common-sense precautions for health and safety while abroad. Travel abroad during this time requires an increased tolerance for ambiguity given the changing atmosphere surrounding COVID-19.

Creighton University is working closely with our partners abroad to plan for upcoming international travel. Based on consultation with travel security organizations, insurance underwriters, travel experts, and public health organizations worldwide, the following points of information will be considered in determining whether Creighton University-sponsored international travel will be approved.  GEO will conduct a risk analysis on an individual destination country and travel program basis.

Focus of Analysis

Factors to be Considered

U.S. National and Local Conditions

  • U.S. Department of State travel advisory of the destination country at Level 2: Exercise Increased Caution or below (exceptions to a location at Level 3: Reconsider Travel will be evaluated based on the nature of the advisory, development of special mitigation plans, and clearance from the University’s insurance underwriter);

  • U.S. Centers for Disease Control and Prevention travel health advisory for the destination country at Level 2: Moderate Risk or below (exceptions to a location at Level 3: High Risk  will be evaluated based on the nature of the advisory, development of special mitigation plans, and clearance from the University’s insurance underwriter);

  • Destination country’s embassy and/or consular services open in the U.S.

  • U.S. (national) and Nebraska (state) requirements upon re-entry (i.e. quarantine, testing, etc.);

  • Clearance form University insurance underwriter;

  • Thoroughness of pre-departure planning / orientation;

Destination Country Conditions

  • Country intelligence reports (Alert Traveler, international organizations, etc.);

  • International arrival restrictions and port of arrival requirements (i.e. quarantine, etc.);

  • COVID-19 infection rate;

  • Availability of COVID-19 testing;

  • Reliability of contact tracing system;

  • Medical system capacity (hospital bed and ICU occupancy, ventilator availability, PPE supply, etc.);

  • U.S. embassy and consular services fully functional;

  • Airline schedules, booking policies and travel requirements;

  • Restrictions in coverage by supplemental health and travel insurance;

  • Restrictions for in-country recreational travel;

Destination Partner Institution Conditions

  • Partner institution COVID-19 safety plan (social distancing, sanitizing of premises, contact tracing system, availability of COVID-19 testing, availability of quarantine and isolations spaces, etc.);

  • Room and board arrangements (if not on institution’s premises);

  • Partner institution waiver requirement(s) (if any);

  • Academic continuation plan should a student return to the U.S. before the end of the study term (i.e. on-line or independent study options, etc.);

  • Student support programming.

What are the testing and vaccine requirements for travel?

What are the testing and vaccine requirements for travel?

Traveling to an international destination

Each country has its own unique requirements regarding COVID-19 testing and/or vaccine requirements in order to board a plane and enter the country. Review the CDC guidelines for international air travel here - https://www.cdc.gov/coronavirus/2019-ncov/travelers/testing-air-travel.html

The COVID-19 vaccine is strongly recommended for all travelers prior to travel.

Returning to the U.S. from an international destination

The CDC and Creighton University require students, faculty and staff returning to campus from international locations to obtain a COIVD-19 test one to three days before their flight back to the U.S., and not to travel if testing positive or experiencing symptoms. Travelers are required to provide proof of the negative result to the airline before boarding the flight. Test results must also be sent to CovidResults@creighton.edu prior to returning to campus.

International travelers also must complete on-campus COIVD-19 PCR nasal swab testing upon their arrival at Creighton.

As you return to campus after traveling, it is imperative that you exercise responsible behavior to limit the potential spread of the COVID-19 virus. Please limit your movement around campus and within the Omaha community. Continue to complete daily screenings, wear your face covering, maintain social distancing and practice good hand hygiene.

Remember that all students agreed to the Creighton COVID-19 Community Standards. These standards are designed, based on current public health guidance, to maximize the opportunity for each and every member of our community to stay healthy and safe while providing an in-person learning experience.

What study abroad programs/destinations are open for Summer 2021?

A limited number of study abroad programs and destinations will be available in Summer 2021. Summer 2021 study abroad program availability will be impacted by each country's individual requirements for COVID-19 testing, vaccine protocol, policies surrounding quarantine upon arrival to the country, and other factors.

Creighton is working to identify a portfolio of summer study abroad programming. Options include Creighton Faculty-Led Programs Abroad (FLPAs) and pre-approved programs though trusted Creighton partners. Our top priority is to make sure that students travel to destinations that have proven ready and capable to support the health and safety of students during this time.

Available programs will be listed on the Jays Abroad portal.

What changes should I be aware of for Summer 2021 programs?

Summer 2021 study abroad program availability will be impacted by each country's individual requirements for COVID-19 testing, vaccine protocol, policies surrounding quarantine upon arrival to the country, and other factors. It is important that each traveler is aware of these requirements.

Some programs may adjust things such as program start and end dates, in-country travel, and co-curricular experiences.

For programs in Europe, especially, students should be mindful of possible restrictions on travel. Due to European border policies changing frequently, students may not be able to travel between European countries as freely as in past summers.

We will update online program brochures on the Jays Abroad Portal to reflect changes of which we are notified. Students must be timely and responsive in their communication with the GEO and host institution regarding any program updates and/or changes.

Creighton University / GEO is committed to student safety during study abroad programs. Rules, regulations, and laws may change unexpectedly during this time and students must be aware of this. Therefore, the GEO strongly discourages any student travel before/after official program dates. Creighton University cannot provide any student support or assistance outside of official program dates.

Faculty-Led Programs Abroad (FLPAs)
Costs for FLPAs are determined by the faculty program leaders and published on the Jays Abroad portal program page. Participants will pay the FLPA cost to Creighton University (as listed on the Jays Abroad FLPA program page). Flight costs and other additional costs will be paid by the individual (as listed on the Jays Abroad FLPA program page).

In case of program cancellation, there will be no study abroad fees assessed by Creighton University if the FLPA is cancelled by Creighton University / GEO before departure.

Approved Creighton-Partner Summer Programs
Students will be responsible for paying all program costs directly to the program provider for Creighton-partner summer programs. Some programs may require a non-refundable deposit for students to commit their participation. Students will want to understand the terms for those deposits before committing.

Students should understand the program’s refund policies in case of cancellation. If coursework can be completed online, there may be no refund for tuition. Refunds for non-tuition costs will vary by program. In some cases, programs will pass along recoverable costs, if there are any. If a payment or deposit is made directly to a program provider, those payments are not recoverable by Creighton University and cannot be refunded by Creighton. It is extremely important that students read and understand the fine print when committing to a program.

All Summer Programs
We strongly recommend that all students refrain from making travel plans and paying non-refundable housing deposits until your program is confirmed, and it is necessary to do so.

If a student chooses to withdraw from a program after committing and the program has not been cancelled, there may be non-refundable fees. Depending on the timing of the withdrawal, the student may be responsible for the non-refundable $100 Creighton Global Security Fee. If a student has paid any fees or deposits to a program provider, s/he will be required to adhere to that specific cancellation and refund policy.

Due to the unpredictable nature of international travel at this time, we encourage students to purchase a refundable/changeable airline ticket and/or additional travel or trip cancellation insurance from the airline or another company. The required insurance included in the Global Travel Security Program does not cover flight change costs due to a pandemic. Creighton cannot refund any part of a flight.

Both home and abroad, Creighton University will continually monitor data surrounding the COVID-19 respiratory disease pandemic and consult with experts in all program locations. Consistent with the University's Travel Policy, if being abroad presents a significant risk to your health and safety, Creighton University may make the decision to call students back from a program abroad. If this is necessary, the Global Engagement Office will notify students directly and advise on next steps.
