Benigno Ricardo Toribio Guzmán was born in Loma de Cabrera, Dajabón province, in the Dominican Republic. In September of 2003, Lic Toribio G. participated in a competition for the post of promotor at Solidaridad Fronteriza. He was among ten participants from that institution sent to Panama to complete a Masters? degree in Leadership. From that point on, he expanded his roles in Solidaridad Fronteriza to include coordinator of various departments, including the Human Rights office. In 2008, he began his legal studies at Universidad Tecnológica de Santiago, where he graduated Magna Cum Laude in 2012. He has participated in conferences across the world providing his insight into a range of issues
related to migration. In 2013, he began serving as Executive Director for the Center for Frontier Solidarity. He continues to serve in that capacity while also serving in the Jesuit Refugee Service (La Red Jesuita con Migrantes para América Latina y el Caribe) as Coordinator for the Caribbean region.

He has led various legal courses on these issues as well as project development, community development. He has also served as an instructor for the Instituto de Formación Técnico Profesional (INFOTEP), for subjects ranging from agriculture to communication.
