Judge Irwin is one of the original six members of the Nebraska Court of Appeals, created in 1991. He became Chief Judge in September 1998 and served as Chief Judge through September 2004.

Judge Irwin was President of the National Council of Chief Judges from 2004 through 2005. He has chaired the Supreme Court Education Advisory Committee since 2001, as well co-chairing the Criminal and Juvenile Justice Subcommittee of the Supreme Court Minority and Justice Task Force.
